By mid 2008 the old Starlight group was history, with the former pool members 112-122 roaming all over the west and midwest. Interestingly, three of the NEC group were also wandering around the country in August as well. At any given time there are close to a dozen former Chicago/New Orleans P42's working on California commuter routes, helping out on the Cascades, and even running to Vancouver, BC. In August there was not a single former Starlight pool unit actually working on the Starlight!!

In September, #202 came back into service and made two Zephyr roundtrips, followed by a repaired #50 in October.

Older engines 3 7 and 8 remain out, with issues. #7 was finally hauled dead in tow out of New Orleans by a hospital train in August and in September #3 went dead in tow on train 58 after an electrical problem on the Crescent.

Even as Amtrak had an alltime record summer in 2008 for number of passengers carried, their equipment availability was at a low ebb, and the company continued to close down maintenance bases and lay off employees. It is believed that the tight supply of locomotives and the elimination maintenance staff has contributed to the disbanding of former equipment "pools." Equipment utilization is at all time highs.

Some routes, such as Michigan and parts of the northeast, do still require different cab signal equipment than many standard locomotives possess. Yet, even Michigan units were wandering, such as with #31 and 33 working on the Texas Eagle in September. At the end of the month, Congress passed the long-awaited Rail Safety Enhancement Act, which will require similar positive train control equipment nationwide on both freight and passenger trains by December 31, 2014.
